Certification / Declaration

To confirm the safety and quality of any product, as well as its compliance with the Technical Regulations and standards, which are in force in the country of consumption or operation of the product, the mandatory certification of this product is required. One of the key specializations of WR Group is the conformity assessment of products supplied into the territory of the Eurasian Economic Union and CIS countries in accordance with the requirements of the Technical Regulations of the Eurasian Economic Union and national standards.

Products subject to mandatory certification in the EAEU are included in the Unified List specified by the decision of the Customs Union Commission No. 620 dated April 7, 2011 “On the Unified List of Products subject to mandatory conformity assessment with issuing Certificates and Declarations of Conformity in an unified form.”
The mandatory certification of products is determined by state laws.

WR Group provides certification and declaration of products in accordance with current Technical Regulations of the Eurasian Economic Union TR CU/TR EAEU, as well as with current state standards of GOST-R, Belarus GOST-B, Kazakhstan GOST-K, Uzbekistan GOST-U and Ukraine.

A product, which subjects to mandatory certification, needs to have a certificate in two cases:

  • for importation of goods or equipment into the country
  • for its subsequent release for sale or commissioning in the territory of the state, if the availability of a certificate is checked by state control and supervision authorities.
Certification is a multi-stage complex process in which qualified WR Group’s experts will support you. The certification and declaration procedures vary slightly. Development of technical documentation

Technical documentation is required while designing, manufacturing and operating industrial equipment. In order for an industrial company to put its products into operation in the markets of  EAEU countries, it needs to have a package of complete and detailed documentation drawn up in accordance with the requirements of normative and technical documents in the EAEU.

Requirements for technical documentation are speciafied in the national standards GOST R 2.102, GOST R 2.601 and other standards of the Unified System of Design Documentation and Unified System of Process Documentation.

The specialists of WR Group will take over the time-consuming process of drafting the technical documentation for your project. WR Group has its own technical writers who will determine the scope and content of the document package, analyze the requirements, independently develop, design and formalize technical documents in Russian language in accordance with the requirements.

The two most common types of technical documentation are design and operational documentation:
  • Design documentation is developed at the project stage and includes data required for design, manufacture, control, operation, repair and disposal of the product. Information in design documentation is presented in graphic and text format. Design documents are technical drawings, technical conditions, specifications, etc.
  • Operational documentation describes basic parameters and characteristics of the product, determines rules of its operation and contains warranties for the period of operation during the prescribed service life. Operational documents include manuals, technical passports, etc.

We will develop technical passport, operation manual, strength calculation, technical specifications, safety justification, ignition hazard assessment and other documents depending on the specifics of the technical product.

Technical passport

Technical passport for the product is an operational document. It contains information confirming product qualities: its basic characteristics, values, data on parameters and properties, as well as data on its certification and disposal. Technical passport should be mandatorily developed in two languages and for each unit of product.

WR Group’s technical writers will independently develop and issue a passport for technical device in Russian and English in accordance with the requirements of the GOST 2.601 and other regulatory and technical requirements, depending on the type of product or equipment.

Technical passport is a well-structured technical document. For some types of equipment, the form of the passport is set in accordance with their profile standards.

We will determine contents of the document and develop passport for technical device considering its technical indicators and specifics of operation in accordance with the established requirements of GOST.

Operation manual

Operation manual is mandatory technical document for the product designing and manufacturing. Manual should give a full picture of the efficient and safe operation of products. It is required for processing of permits before putting the product into circulation in the markets of the EAEU. The manual is also used as guidelines for product or equipment operation and maintenance.

WR Group’s technical specialists will develop operation manual for any type of technical device or equipment in Russian language, in accordance with the requirements of GOST and Technical regulations of the Eurasian Economic Union for drafting and registration of a technical document.

The process of operation manual development is regulated by the GOST 2.601 “USDD. Operational documents” and GOST 2.610 “USDD. Rules of operational documents execution”. Technical writers of WR Group know characteristics of technical product types and consider them when drafting operational manual.

We will develop operation manual for technical device with structure and content according to the requirements of GOST and Technical Regulations of the Eurasian Economic Union TR CU / TR EAEU in Russian language.

Strength calculation

The technical document Strength calculation is required to confirm the product compliance with the requirements of the Technical Regulation of the Customs Union TR CU 032/2013 “On the safety of equipment operated under pressure”. Strength is calculated at the stage of technical device designing to test its strength characteristics.

WR Group’s technical specialists will assess the strength of pressure vessels. Experts assess the maximum load of the vessel using a special program in accordance with Russian standards. Technical writers of WR Group will independently develop a document confirming strength calculation, based on obtained information.

The main purpose of the technical document Strength calculation is to confirm the conformity of design parameters of the declared plant or equipment with the operating loads provided for it.

There are two stages in the strength assessment process:
1. Dimensions of the pressure equipment components and their connections are determined.
2. Verification calculations are carried out. When calculating, all operating loads and all predicted operating conditions are considered.

We will calculate strength on the basis of regulatory documents GOST R 52857.1 – 52857.8, GOST 14249, RD 10-249 and other. We will prepare and formalize supporting documentation.

Safety justification

The technical document Safety justification is required, when certifying or declaring machines and equipment in accordance with the requirements of the Technical Regulations of the Customs Union TR CU010/2011 “On the safety of machinery and equipment” and TR CU 032/2013 “On the safety of equipment operated under pressure”.

WR Group’s technical writers will independently develop and prepare safety justification for technical equipment in Russian language in accordance with the requirements of TR CU 010/2011.

The safety justification confirms environmental safety of the products, as well as equipment operation efficiency at the enterprise and its safety for employees and production assets.

We will develop safety justification at the stage of equipment designing in accordance with the requirements of the Technical Regulations of the Customs Union TR CU010/2011 “On the safety of machinery and equipment” and TR CU 032/2013 “On the safety of equipment operated under pressure” and GOST R 54122. We will provide a technical document in both summary and complete form with information on equipment, test and measurement results and a chapter on design documentation.

Ignition hazard assessment

Ignition hazard assessment is carried out for non-electric equipment operating in an explosive atmosphere. The main purpose of this assessment is to determine the normative safety level for the device and its conformity with the specified level of explosion protection.

A technical document on ignition hazard assessment is required for conformity assessment of non-electric equipment in accordance with the requirements of the TR CU 012/2011 “On safety of equipment for operation in explosive atmospheres.”

WR Group’s experts will identify existing risks and potential ignition threats and provide the client with a list of relevant preventive and protective measures. Technical writers of WR Group will independently compile a report on ignition hazard assessment in Russian language, according to the requirements of the Technical Regulation of the Customs Union TR CU 012/2011 and regulatory standards.

When developing document on ignition hazard assessment, requirements of national standards GOST R 55816, group of standards GOST 31441, GOST 31438.1 and GOST 31438.2 are considered.

We will analyze the technical device and its individual components for the risks of ignition. We will provide a detailed technical document with the results of the risks identification, a list of possible ignition sources and a description of technical preventive and protective measures.

Translation of documentation

Technical and other documentation from the manufacturer required for products conformity assessment in the markets of the Eurasian Economic Union should be submitted in Russian language.

Russian is the working language of the Eurasian Economic Union authorities, as stated in Article 110, paragraph 1 of the Treaty on the Eurasian Economic Union dated May 29, 2014. Therefore, the documentation within the framework of EAC certification only needs to be translated into Russian. Translation into another national language of the EAEU is not mandatory and is required only if it is specified in the supply contract.

Forwarding samples for testing

When assessing product conformity, depending on certification or declaring scheme chosen, the manufacturer should provide product samples for testing.

The current interstate standard GOST 31814 “Conformity assessment General rules for sampling for product testing when confirming conformance” determines how and by whom samples should be selected. Tests as part of the certification procedure are carried out in accredited laboratories on the territory of the Eurasian Economic Union.

Samples, same as any other cargo crossing the borders of EAEU countries, have to undergo a customs clearance procedure.

Legal importation of test samples is confirmed by issuance of the cargo customs declaration. It is important to indicate on the declaration under the description of the goods, that “samples and specimens for conformity assessment work (research and testing)” are being imported.

A customs declaration is a prerequisite for the issuing of the required certificate by an accredited certification body. A copy of customs declaration is entered into the Rosaccreditation information system when registering a certificate or declaration.

WR Group carry out importation and customs clearance of test samples in the EAEU. When forwarding and importing samples to the EAEU, WR Group’s specialists follow the recommendations of the Federal Service for accreditation of FCS and Rosaccreditation dated 29.12.2017 “On the procedure for customs operations related to importation into the EAEU of goods as samples for the purpose of products research and testing.”

This document contains information that is important to consider when importing samples for testing to EAEU. The document specifies mandatory conditions for customs clearance of test samples, a list of documents that must be kept by the certification body, measures in case of non-compliance with the procedure for importation of goods into the EAEU.

Customs clearance of test samples

WR Group has many years of experience in the customs declaring of goods imported into the Eurasian Economic Union in accordance with the requirements of the current EAEU Customs Code. In addition to the customs clearance of certified products, WR Group’s specialists legally import certain samples of products for testing in accredited laboratories in the EAEU and carry out their customs clearance.

A mandatory condition for customs clearance of samples is availability of a contract with an accredited certification body or a testing laboratory for relevant tests. When filling out customs declaration for imported samples, it is necessary to specify the name of the products as “sample for conformity assessment (research and testing)”. In addition, a separate invoice and packing list should be issued for test samples.

The customs value of imported samples should be specified in the invoice. It includes the total value of units, as well as cost of their insurance and transportation.

If customs value of samples is less than EUR 200, no customs fees are paid. If customs value of samples exceeds EUR 200, the test samples have to be declared and customs fees should be paid in accordance with the HS code of the imported group of goods.
WR Group has its own accredited certification body in the EAEU, which makes the process of conformity assessment and testing much easier for the manufacturer
  • We will pack and send samples to the test laboratory in EAEU by express delivery.
  • We will prepare a package of required documents, help to determine the HS code and calculate customs value.
  • We will prepare and attach invoice and packing list.
  • We will carry out the customs declaration of samples within the EAEU.

Applicant in EAEU

Only a legal entity registered in the member state of the Eurasian Economic Union can apply for ЕАС certificate.

This requirement is regulated by paragraph 5 of Annex No. 9 of the EAEU Treaty. For a foreign manufacturer, that means that either its subsidiary in the EAEU or a person authorized by the manufacturer can be the applicant when conformity assessing.
WR Group provides the applicant’s services at no additional cost as a part of the product conformity assessment agreement. The applicant from WR Group is a legal entity on the territory of the EAEU.

The conclusion of a contract between the manufacturer and the authorized person is mandatory as part of the conformity assessment procedure. The signed contract must be submitted to the certification body when applying EAC certification.

When drawing up the contract, it is important to specify what rights and obligations each party to the contract has. With the signing of an applicant contract, the applicant may act on behalf of the manufacturer during the certification or declaration of products. Since the contract has been signed, the authorized person takes full responsibility for the quality and safety of products delivered to the EAEU, for the completeness and correctness of operational documents, compliance with the requirements of Technical Regulations of the EAEU, marking and, accordingly, for the issued permit documentation.

The applicant’s rights and obligations related to mandatory conformity assessment are specified in Art. 28 of the Federal Law No. 184-FZ dated 27.12.2002 “On technical regulation.”

The applicant holds the original certificates and declarations after they have been issued and is obliged to submit them to the state supervising authorities on request. The manufacturer receives certified copies of the documents.
